In Victorian days Saltburn was a spa town. This stone used to collect the spa waters came from a nearby spring. Water was collected at the top of the stone and delivered into the hollows below (on all four sides) where it could be drunk from cups suspended by chains. Presumably hygiene wasn't a major concern in those days.
